Abstract
Reliability level of electric power supply in the market environment decreases due to low investment potential of almost all electric power engineering systems. Failures of elements of electric power engineering systems, consumer cut-offs, and possible power shortfalls lead to damage which scale and probability only increase over time. A scheme for controlling electric power supply reliability has been offered which enables the users to influence the reliability level of their electric power supply, clarify reliability responsibility issues, estimate compensation amounts for possible damage, thus ensuring the balance between the interests of consumers, power generation and distribution companies.

Abstract
The issues concerning adaptation of legal framework related to various aspects of reliability in electric power engineering including technical aids for personnel training have been reviewed. The data on process failures caused by the personnel has been given. The analysis of accidents related to mistakes made by personnel has been carried out. The data on efficiency of simulator-based training has been given. The reasons for the Russian electric power industry personnel training system falling behind the world level have been reviewed. A new structure of regulatory system for simulator based training of electric power industry personnel has been offered.

Abstract
The necessity of transition to innovation economics in the Russian Federation in the conditions of financial and economic crisis, as well as the necessity of a new system for formation of candidate pool in electric power industry have been proved. The major importance of state support to innovation activity in organizational, legal, and technological areas has been shown. A new concept for upgrading the existing education system through creation of management incubators has been offered for application of “learning by doing” technologies in the area of innovative development of the industry.
ENGINEERING, RESEARCH AND CALCULATIONS

Abstract
Tasks for optimization of electric power supply reliability to consumers have been considered with this parameter being coordinated across all components of power supply system: generation, power transmission, distribution, and customer networks. Three economic criteria of the optimization are suggested: minimum integrated redundancy cost; maximum permissible volume of investments into reliability improvement in the conditions of limited resources; equality of relative increments in specific cost of reliability across the power system sectors. Economically feasible levels of reliability for power supply system sectors have been obtained.

Abstract
Comparison of efficiency numerical and test values for three turbine stages at different values of radial clearance has been made in order to verify 3DNS computational software system. Redesigning the profile of rotor blade peripheral section based on a numerical study using 3DNS software system allowed to decrease the influence of radial clearance on the turbine stage efficiency.

Abstract
Application peculiarities for finned tubular heat exchangers with sprayed surface have been reviewed. The influence of spraying density and temperature of the airstream on the heat flow rate removed from the surface of the spray-type heat exchanger has been studied. The approximation view has been obtained for calculation of effective heat transfer factor for the spray-type heat exchanger.

Abstract
The physical model of the vent process taking place during the operation of the axial-flow stage of a thermal power plant’s steam turbine under the modes with low steam volume flow rate has been suggested. The model was used as the basis for obtaining a universal mathematical relation for high-precision evaluation of ventilation losses within the turbine stage. The obtained relation allows correct evaluation of ventilation heating of the wheel space of a thermal power plant’s steam turbine.
