Abstract
The article deals with key development directions of the technical regulation and standardization system in the electrical energy sector of Russia, including issues of establishing the base of regulatory and technical support in the current situation. It points out the imperfections of the existing regulatory base of technical regulation and standardization and describes development mechanisms of technical regulations in the electrical energy sector.

The article deals with the issue of increasing energy efficiency of electrical energy systems thanks to the use of distributed generation coupled with energy accumulators, which are assigned the function of improving power supply reliability, reducing investment volumes and fuel consumption as well as decreasing end user energy tariffs.

Abstract
In the world of today, knowledge is the most dynamically developing area of economy. The knowledge is doubled every ten years. The knowledge has always been a precondition for production development. By the beginning of the 21st century, the mankind accumulated so much knowledge that it acquired a new quality and became an independent factor of production. The article in question presents theoretical fundamentals of human capital management in a company; some approaches are suggested for assessment and tuning up the system of investing into company’s human capital. The article proves that it is necessary to spend the company’s money on personnel training in the form of investment projects. This is one of the key assumptions of the contemporary economy and of knowledge economy.

Abstract
The article presents some data of experimental observations of varying apparent resistance of rocks and electrical field in the drill hole located near the dam of Chirkeiskaya HPP as of 2012. Thanks to data analysis, it is possible to conclude that these variations have been preconditioned by opening of cracks in solid rocks near the measuring probe. Crack opening increases water infiltration from the water reservoir into the surrounding solid rocks, so that electric field intensity depending on infiltration rate grows. At the same time, volume increasing of pores and cracks in the rock causes its electrical resistance to decrease.

Abstract
The article presents the first results of trial operation on a big power boiler of the whirl burner that ensures higher ecological safety of CHPP. Thanks to a special aerodynamic flame structure, it was possible during burning of the Ekibastuz coal to reduce nitrogen oxide emissions almost 1.5 times.

During operation of mixing heaters, it is important to avoid water penetration into the turbine when load drops suddenly. The article considers certain processes taking place in the mixing heart ПНД-2, and it is concluded that this mode is safe even if the return valve is not activated.

The article analyzes behavior of the gas turbine plant GTU-25 based on aircraft engine NK-37 when water steam is injected into the combustion chamber; advantages and restrictions of this method are described; graphical correlations are shown between the key efficiency indicators of the gas turbine plant and flow rate of water steam injected into the combustion chamber.

Abstract
The article presents a calculation methodology by the finite element method (FEM) of temperature field of steam turbine rotor at the time of turbine starting; the calculation is intended for control of thermal stress condition and is described with the example of the Т-110-130 turbine made by CJSC UTZ. Results of the tests are proposed to be used for development of operational control systems for UTZ turbine units in order to optimize turbine starting, avoid unacceptable thermal stress conditions of the rotor and increase turbine life expectancy.

Abstract
The article describes a method of expanded comprehensive experimental measurements during studies of thermal conditions of steam turbines in different variable modes of operation, including the metal temperature of high and medium pressure rotor bores, steam temperature in the flow channel and in the end seal chambers of high and medium pressure cylinders near the outer rotor surface. The article presents key results of the studies and recommendations for temperature control management of the main turbine units.

Abstract
The article deals with fuel cell types and assesses the possibility of substituting power generation units based on internal combustion engines with those equipped with fuel cells. It shows a circuit diagram of such a power generation unit and possible development directions of hydrogen power generation units. Comparative studies are carried out with regard to efficiency of various solid polymeric fuel cells.
