Abstract
They are stated two possible strategies of the development electrical energy industry to Russia in post-crisis period: traditional and alternative.
The traditional strategy provides the construction large HPP, NPP and heat power station on organic fuel in combination with development backbone (magistral) and regional distributing electric networks.
The alternative strategy is based on replace increase of the powers large TPS entering beside consumers высокоэкономичных mini-HEP on base gas engine generation plant small and average power that will allow with vastly smaller financial and fuel resource to provide supply production enterprise under more high reliability and vastly smaller volume construction electric networks.

Abstract
he Article reflects main organizational issues related to strengthening of cooperation among Russian organisations and International Energy Agency. The Article contains main forms and basic directions of cooperation in the field of implementing projects on energy efficiency improvement. Abstract
Due consideration is being paid to specific applications of the high-rate transonic stages in gas turbines for the purposes of improving both technical and economic indicators of the high-temperature gas turbine installations. For substantiating the possibility of obtaining the efficiency factor equal to n*= 0.87 — 0.89 within the range of the u/cad (adiabatic) = 0.4 — 0.5 parameter of the gas turbine high-rate transonic stage, both design (Part I) and experimental (Part II) examinations of the nozzle end, louvers and the gas turbine high-rate transonic stage have been conducted.

Abstract
The results of examining conditions of the metal in cast rotor/guide blades made of IN 792 nickel-based alloy used in modern power-generating gas turbine units have been given. Also, impacts on the microtexture and mechanical properties of the blade metal caused by short-time overheating and extended high-temperature fatigue have been evaluated. The reliability criteria allowing for assessing the blade serviceability during scheduled repairs have been developed.

Abstract
Basing on steel Grade 20Х13 being widely used in power engineering, the characteristics of strengthened layers and protective single- and multiple-layer coatings with the use of Dektak150 surface finish gauge, as well as Axiovert25CA optical microscope equipped with MHT 10 microhardness tester, Phenom electronic-optical microscope, Calotest ball grinding device, NanoScan-3D nanohardness tester, CSM Instruments scratch tester and TRB friction gauge, have been studied.

Abstract
Both experimental and numerical studies focused on finding solutions, which could improve the energy efficiency of the heat exchanging plants being used in power generation, have been described. For the purposes of improving the mentioned energy efficiency of the heat exchanging units, it is suggested to use the Fild’s pipes, which according to the results of the studies, are considered as the most effective heat transfer facilities between the two heating media, as compared to straight-profiled pipes. The Research is dedicated to examination of different turbulence models. The conclusion on quite acceptable results demonstrated by the k- model have been made.

One of the methods for eliminating the increased fatigue of the personnel in production facilities consists in creation of dynamically changing microclimate parameters (i.e. temperature and humidity) within a workshop. Abstract
The Infrared (IR) Thermography is a method for obtaining an image in IR beams, providing for registration of a real picture of distribution of the temperature fields. The IR Thermography is being widely used in power generation. This method allows for providing the immediate contact-free control over the features of electrical installation facility under observation, as well as for discovering different faults without the need for the equipment shutdown during examination, which gives a great advantage as compared to the traditional procedures for the high-voltage equipment diagnostics. The use of IR examination will help to prevent the unplanned shutdowns from occurring, as well as improve the personnel safety, reduce downtime and equipment repair costs and provide for the rational planning of schedules for maintenance and repair operations.

Abstract
Using reliability indicators and data of repair operations on power generation blocks having the capacity of 150 — 800 MW of the Combined-cycle Plant (CCP), the efficiency of both determinative and probability models of maintenance and repair has been compared in different kinds of repair operations, which (models) were adopted for the use in North America (USA and Canada) and in Russia, as well.
