The optimum summarized capacity is determined for municipal heat and power plants (HPP). Equipment is selected according to the respective heat and electrical loads.

Abstract
Given the current high growth rate of the Chinese nuclear industry, the question arises if the national nuclear industry is prepared for such large-scale expansion, and whether such a high growth rate would damage the safety. The article analyzes objectives and tasks of the Chinese nuclear industry as well as their correlation with capacities of the main spheres that ensure nuclear safety. Certain difficulties are described that China has to overcome while establishing its nuclear power sector; also, positive influence of the accident at Fukushima NPP is analyzed as it has prompted improving safety level at nuclear power facilities.

The article is dedicated to issues of decommissioning of floating nuclear power plants. Based on the utilization experience of nuclear submarines, key utilization aspects of a floating power generation unit are discussed. The main focus is laid on handling of used nuclear fuel and radioactive wastes of floating nuclear power plants.

Abstract
The article analyzes the transition to tariff regulation according to the RAB (regulatory asset base) method and the influence of tariff policies in the electrical grid sector on reliability and safety of the power supply system. It deals with the fundamentals of tariff formation according to the RAB method. It describes certain positive aspects producing a significant influence on development of the domestic electrical grids. Special emphasis is laid on tariff regulation issues and on the important role of the state. In conclusion, there is a brief description of deterioration dynamics of shareholder capital of some inter-regional grid companies and related events.

Abstract
Lately, risk management has become an efficient management tool of power supply companies. The article defines the approach to risk assessment of a power supply company in order to use its findings for finance planning and strategic decision taking. A criterion is suggested for risk classification of power supply companies and their individual functions; they can be split into permissible and critical risks, including tolerance curves with relation to risks and further risk ranging.

Abstract
The article scrutinizes the simulation process of heating dynamics of steam turbine rotor. The physical and mathematical basis for the dynamical real-time mode is a solution for the transient heat transfer problem by the finite element method. The article presents key stages of modeling using the rotor of HP turbine Т-110/120-130 as an example; also, simulation error is assessed.

Abstract
The article deals with application prospects of evaporation heat exchangers with capillary gap channels in the heat carrier boiling area within heliotechnical systems, for example, in desalination units. It shows that if capillary channels are used, heat exchange is 3–7 times higher than in case of conventional boiling conditions, and that steady boiling mode is still present even though heat flow density is 3–5 times less.

The article analyzes certain possible methods of increasing the efficiency of application of expander generator units at thermal power plants. It justifies the need to equip expander generator units (EGU) with rotary guide blades and shows results of economic efficiency analysis of the authors’ application scheme of expander generator units at thermal power plants.

Abstract
Failure of a metal-intensive object contacting any corrosive media is caused by a local failure of structural alloy elements due to leaking of one or more (simultaneously) individual element damaging processes. The problem of achieving the maximum possible time before failure of the metal equipment contacting the corrosive media can be resolved by a combination of probability and determinate phenomenological mathematical models of metal damaging processes via the new approach. According to this approach, it is necessary to generalize sections of various branches of science dealing with processes of negative combined impact of external and internal physical and chemical processes and factors on the metal from the standpoint of a relatively new concept – gerontology or CORROSIOLOGY. Development of corrosiology would also assist in preventing failures, technogenic accidents and catastrophes.

Lately, the domestic market has seen some fundamentally new thin film heat insulating coatings, which include different kinds of microspheres. Experimental studies show that microsphere parameters produce a significant impact on heat insulating properties of the coating. The article scrutinizes efficiency of application of various microspheres contained in thin film heat insulating coatings for heat supply systems.
