Abstract
The analysis of approaches to ensure reliable operation of energy facilities abroad and sets out the main directions of formation of a regulatory framework guaranteeing the reliability of the national power systems at all stages of their functioning. Revealed the need to issue a comprehensive assessment of the technical and economic efficiency of the energy efficiency of the energy system with a lot of energy facilities. It formed the methodological basis of the system of regulatory safety and security of energy and ensure its functioning.

Abstract
The paper examines one of the problems of the long-term energy forecasting, i.e. the quantitative estimation of the strategic threat of possible power shortage in energy supply systems because of the investment risks. The key features of the methodological approach suggested for solving this problem are: combination of optimization with the method of statistical testing (Monte Carlo method); consideration of the character of initial data uncertainty; assessment of the efficiency, riskiness and probability of different alternatives and projects of energy supply in a changing environment.

Abstract
Creation conditions of average and high capacity gas-turbine engines (GTE) with application of the domestic technologies and accessories made in the territory of Russia are analyzed. We conclude about insufficient volume of the internal market for GTE power engineering in the ranges of 60 - 80, 110 - 130,170 - 200 MW and above cost recovery, and it leads to the necessity of entering the global market. Necessary conditions for an initial phase of projects development - real manufacturing beneficiaries of GTE appearance - are formulated.

Abstract
The condition of regulatory base in the field of vibration reliability is considered. It is noted that the concept of absolute vibration of a shaft for the practicing specialists in vibration adjustment, repair and operation is new. So when performing operational norms on vibration the residual imbalance can exceed several times admissible at factory balancing. The examples proving the specified contradictions are given. Recommendations about improvement of system of standards are made.

Abstract
The potentially feasible modes of Kazan CHP-3, obtained as the results of optimization calculations for three characteristic days of the year are given. Calculations are made with the help of specialized software for the actual equipment and the release of thermal energy. The comparison of the obtained results with the actual settings of the plant operating modes are given. The economic effect from the correction modes in accordance with recommended calculated data was obtained.

In the article the administrative and operational structure of a heat and power plant working on shop model of management is described. The analysis and an assessment of organizational structure and number of personnel of the heat and power plant are given. The calculations of size of controllability of the decentralized system of submission at the heat and power plant and redundancy of number of personnel are made. The integrated model of transformation of organizational structure of the plant is developed and presented, and also the process solutions of management at the heat and power plant optimization of the average link staff are proposed.

Abstract
The effect of increasing the thermal protection of enclosing structures of residential buildings by their energy balance during the renovation of the facilities for the purpose of improving their thermal performance to the level of modern requirements is considered. The elementary scheme of a heat supply for reconstructed objects by attaching them to an existing return line of a heating system is offered, allowing to provide the necessary level of heat. Calculations proving the validity of the estimated output in winter mode and for the point of break of the temperature schedule were conducted.

Abstract
The article presents an analysis of damage that takes place in steam jet ejectors of power plant steam turbines with respect to condenser unit as a technological subsystem in which the ejector operates. Reliability, durability and maintainability of ejectors are under consideration. The article shows that the ejectors failures usually result in turbine failure. It was found that ejector defects are caused mainly by their coolers failures. Durability of the ejectors is presented in comparison of with that of the steam turbine heat exchangers. Design schemes of ejectors are analyzed from the standpoint of their maintainability. The most promising ejectors design is found to be the one which employs coolers with external tube bundles.

Abstract
Failure statistics of heating surfaces of seven coal-dust boilers has been investigated. The fact of unsatisfactory refurbishment of the coil-pipes wore out has been detected. The boiler resource has been determined by criterion of further operation is inexpedient provided that heating surfaces repair policy would be invariant in the further. For the scenario of the repair policy consisting in safekeeping of the boiler average time between failures not lower than 4000 h, the resource of crucial heating surfaces and heating surfaces groups of increased reliability has been estimated. The heating surfaces are crucial on the base of both non-failure operation and durability indicators have been revealed.

Abstract
The development of modern gas turbines involves increasing the capacity of the engine: decreasing fuel consumption, increasing overall reliability of the turbine and, consequently, the service life. So there are requirements in innovative approaches for improving and developing a new generation of metallic and ceramic materials for components and coatings of various functional purposes, with increased resistance to degradation under the action of cyclic thermomechanical stresses and corrosive environments.
