Рассмотрены основные организационные вопросы, связанные с развитием международного сотрудничества российских организаций с Международным энергетическим агентством. Представлены основные формы и направления совместной деятельности по осуществлению проектов повышения энергоэффективности, проанализированы механизмы и инструменты организации сотрудничества. Также представлен обобщенный опыт проведения Минобрнауки России совместных мероприятий, посвященных актуальным вопросам развития энергетических технологий, таких как «Дорожные карты» развития энергетических технологий, «Показатели энергоэффективности в системах ЖКХ», «Энергоэффективность в инженерных системах зданий и сооружений».
